The Boon gained from the Hutts for the Republic

Killing me Softly: The Hutts hoping to head off refugees coming to Nar Shaddaa utilize their fleets to bring such folks to the Republic fleeing battles in the Outer Rim; this frees up Republic navy to better patrol their territories and safely brings in people to Republic territories.
