Although often referred to as a single entity the Hutt Cartels are just that several cartels and syndicates that work together to create a criminal empire that spans the galaxy. The Hutts control the cartel through intrigue, violence, and betrayal. They are easily one of the most visible and powerful criminal organizations in the galaxy with enough political ties to give the Empire and Republic pause. Whole worlds and sectors are under the outright control the Hutts.
Although not as powerful as either the Republic or Empire neither has the resources or political desire to take on the Hutts head on, even with all the infighting the Hutts ban together to fight off external threats and have incredible resources at their disposal; fleets, worlds, and armies of soldiers, both criminal and professional. The Hutts have “Embassies” in Republic and Imperial space and are vehemently neutral in the conflict which has allowed their bottom line to blossom quite nicely.
Yet there are factions within the Hutt Cartels that believe there may come a time to choose and have arguments for one side or another but thus far neither side has tipped the balance yet. Nar Shaddaa is their jewel and is a hub of trade both legitimate and illicit in the galaxy and despite the small size of the Moon it seems an enormous amount of traffic and people.
Nal Hutta is nominally the home of the Hutt Cartels and few outside the Hutts are ever invited to their pleasure palaces on the surface though some Hutts maintain residences elsewhere in the Outer Rim, often on worlds or sectors they dominate.
