Major NPCs are generally tied to the major storyarcs of the game, the Minor NPCs are more for background flavor or support of major arcs or tied to character subplots more so than the main storyarcs. If you have any questions about them feel free to ask, or wish any connections to them as well.
Bounties and Jobs will go up probably just before Pre-Game, though won't be doable till Day 1.
